I just need clarification on this rule. For free agent pick ups, it says we get $100 at the beginning of the season. To clarify, does this mean we can only bid a total of $100 for free agents during the entire year.
Example: Barry Bonds goes undrafted. He decides to sign with the Royals, so I bid $100 dollars on him. I would not be able to pick up free agents the rest of the year, is this correct?

that's correct.... you only get $100, so spend them wisely.

Could someone explain how free agency during the season works? Is their a waiver wire order? or is it by bidding? Please clarify.

I don't know if this was the Commish's intention, but I would assume that once you exhaust your FAAB, you can still acquire free agents, but your bid would be $0, meaning that anyone else with any FAAB money left could get that playe if they bid. This is the way the fantasy football site I play on handles FAAB.
It would be pretty harsh if you were prevented from acquiring any free agents after a certain point, and blowing your budget early does leave you vulnerable later in the season if all you can bid is $0.

Once you exhaust all $100, no more pickups for you.

I actually like the idea of no $0 bids. It means you have to be careful. No trying to pickup tons of 2 start pitchers late in the year to grab some extra wins or whatever. I think $100 should be plenty for the year. It adds an extra element of strategy to the game.
